“His Angels Charge Over Thee”

There really is much more to Psalm 91 than we have covered in this format. Much more.
You might have seen a hint of some things in vss 8-9 yesterday. Now, read the next verses...
Psa 91:10-11 There shall no evil befall thee, neither shall any plague come nigh thy dwelling.
For he shall give his angels charge over thee, to keep thee in all thy ways.
Any questions? Sound familiar? Does this apply to us as Believers? Is it saying something more? Is it saying many things at many levels for many times?
Perhaps you recall these words...
Mat 4:6 And saith unto him, If thou be the Son of God, cast thyself down: for it is written, He shall give his angels charge concerning thee: and in their hands they shall bear thee up, lest at any time thou dash thy foot against a stone.
Luk 4:10 For it is written, He shall give his angels charge over thee, to keep thee:
Who is speaking? To Whom?
